Framework

WWEC Workplace Excellence System™

Workplace excellence is not one score or one badge. The WWEC Workplace Excellence System™ is the umbrella that brings standards, assessment, employee voice, certification, research and recognition together into one connected, evidence-led framework for women-centred workplaces.

Measure the experience. Recognise what is working. Improve what matters.

Trademark WWEC Workplace Excellence System™ is a protected mark of the council. Use of any mark requires an active licence or written permission. Trademark & brand usage.

Required structure

One system, with five structural components.

The WWEC Workplace Excellence System™ is the umbrella. The WWEC Workplace Excellence Architecture™ provides the eight-dimensional framework; the eight dimensions provide the common language; the WWEC Workplace Excellence Truth Map™ provides the three-lens evidence model; and the WWEC Workplace Excellence Index™ provides an accessible self-assessment entry point. Assessment, scoring, certification decision, recognition, improvement and renewal are operating stages within the System, not additional layers.

01

WWEC Workplace Excellence System™

The umbrella system. It connects standards, assessment, employee voice, certification, research and recognition into one continuous, evidence-led approach to women-centred workplace excellence — rather than a single tool or a one-off audit.
02

WWEC Workplace Excellence Architecture™

The eight-dimensional framework beneath the System. It gives every assessment, certification and improvement conversation a shared structure and a common language, from safety and inclusion through to leadership, governance and measurable progress.
03

The 8 Dimensions

The assessment dimensions themselves — Safe & Respected, Fair & Included, Rise & Lead, Thrive & Balance, Grow & Belong, Govern & Deliver, Heard & Acted Upon, and Prove & Progress. These are framework dimensions, not standalone trademarks.
04

WWEC Workplace Excellence Truth Map™

The signature methodology that compares three views of the same workplace: what the organisation says, what people experience and what the assessment finds — surfacing alignment, gaps and blind spots between them.
05

WWEC Workplace Excellence Index™

An indicative self-assessment and diagnostic built on the same eight dimensions. It is a starting point for a workplace conversation, not a certification outcome — and it feeds into assessment, scoring, certification decisions and improvement planning under controlled methodology and governance.

The WWEC System Flow

Measurement, evidence and recognition — in one connected loop.

The Index, the Employee Experience input, evidence review and certification are not separate exercises. They form a single ten-step system that moves an organisation from an indicative starting position to a controlled certification decision, and back into improvement and renewal.

The overarching systemWWEC Workplace Excellence System™

Diagram of the WWEC Workplace Excellence System™. The system sits at the centre. Three structural components feed into it — the WWEC Workplace Excellence Architecture™, WWEC Workplace Excellence Truth Map™ and WWEC Workplace Excellence Index™. A four-phase journey runs from assessment and evidence review, to WWEC Women-Centred Workplace™ Certification, to recognition as a WWEC certified workplace, to improvement and renewal, which loops back into the system.

Loops back into the system — continuous improvement and learning

The WWEC Workplace Excellence System™ is the overarching system that brings together the WWEC Workplace Excellence Architecture™, WWEC Workplace Excellence Truth Map™, WWEC Workplace Excellence Index™, assessment and evidence review, certification, recognition, improvement and renewal.

The Architecture provides the eight Excellence Dimensions. The Truth Map provides the three views used to understand alignment between organisational intent, workplace reality and employee experience. The Index provides an accessible self-assessment entry point.

For organisations pursuing certification, these components inform the WWEC assessment & evidence review, which leads to a controlled certification decision for WWEC Women-Centred Workplace™ Certification. Successful organisations become a Womenians Workplace Excellence Council™ Certified Workplace, followed by ongoing Improvement & Renewal — a continuous cycle of evidence, learning, improvement, reassessment and renewal.

How the layers connect

From framework to certification decision.

The System is only credible if each layer feeds the next. Evidence gathered against the eight dimensions is triangulated through the WWEC Workplace Excellence Truth Map™, and the resulting confidence informs scoring, certification decisions and improvement planning.

LayerRole in the System
SystemSets the overall intent and connects every component.
ArchitectureProvides the eight-dimensional structure used across all activity.
8 DimensionsDefine what is being assessed, measured and improved.
WWEC Workplace Excellence Truth Map™Compares stated commitment, lived experience and assessed evidence.
IndexOffers an indicative, self-serve entry point built on the same dimensions.

The WWEC Workplace Excellence System™ underpins both the free WWEC Workplace Excellence Index™ and formal WWEC Workplace Excellence Certification. Only certification, assessed under the applicable scheme, results in a certification decision.

The eight dimensions

A common language for workplace excellence.

The eight dimensions sit inside the WWEC Workplace Excellence Architecture™. They are framework dimensions, not standalone trademarks, and every certification, Index result and assessment report is organised around them.

Safe & Respected

Safety, Dignity & Freedom from Harm

A workplace where people can work without fear, harassment, humiliation, discrimination or retaliation.

Triangulation metrics

WWEC Alignment Score and WWEC Evidence Confidence

The WWEC Workplace Excellence Truth Map™ is not just a thinking tool. Two controlled measures make it operational: the Alignment Score shows how well the three lenses converge on a given dimension, while Evidence Confidence records the quality and reliability of the evidence behind it.

Metric

WWEC Alignment Score

A quantitative read of how closely stated commitments, employee experience and assessment evidence align on a given dimension or indicator. High alignment means the three WWEC Workplace Excellence Truth Map™ lenses converge; low alignment flags a gap that needs investigation.

  • Derived from WWEC Workplace Excellence Truth Map™ triangulation
  • Reported at dimension and indicator level
  • Feeds scoring and improvement priorities
Metric

WWEC Evidence Confidence

A qualitative rating of how much confidence the assessment can place in the evidence available for a given claim. It considers existence, currency, coverage, operation and independence, and is reported separately from the alignment score.

  • Judged against evidence quality rules
  • Applies to documents, records, survey data and interviews
  • Supports the assessor's evaluation of evidence sufficiency and the need for clarification or additional evidence. Evidence Confidence does not replace the indicator score and does not independently alter the numerical certification score.

Where to go next

Each layer of the System has its own dedicated page with more detail on how it works and how it is used in assessment.

Measurement, certification and improvement in one loop.

Each stage of the WWEC system feeds the next, so recognition is the outcome of a documented cycle rather than a single snapshot.

System relationship

How the System, the Index and certification relate.

The WWEC Workplace Excellence System™ is the overall framework structure. The WWEC Workplace Excellence Index™ is the measurement and entry point into that system, and certification is one controlled pathway within it.

Index participation, an Index score or any other system activity does not itself constitute or guarantee certification. Certification follows the requirements of the applicable WWEC certification scheme and an authorised certification decision.

The ten steps of the System Flow — measure, listen, evidence, map, assess, score, decide, recognise, improve and renew — describe how the system operates. They are system steps, not certification stages.

Where this public summary differs from the applicable controlled document, the controlled document governs.
